A Bakersfield man pleaded guilty Nov. 8 to exposing himself at Bakersfield College, according to Kern County Superior Court records.
Kenneth Wesley Peyton, 37, was on parole from previous indecent exposure convictions at schools, and received three years in prison.
According to court files, Peyton came on campus Oct. 15 impersonating a student and exposed himself to a female student sitting on the front steps of the Student Services building.
The woman was outside waiting for class to begin when she noticed a white man holding a black binder, pawing himself in the groin area.
She got up from the stairs and noticed the man was exposing himself and masturbating. She verbally confronted him and he left, according to court records.
The woman then promptly called campus security and the Bakersfield Police Department was summoned.
Campus security Officer Richard Cox remembered a similar situation occurring on campus a few years ago, according to interim security Sgt. Chris Counts.
Cox told BPD Officer John Jamison about the similarities to a case of indecent exposure on campus three years ago when a white man fitting Peyton’s description was found guilty.
In that case, which happened in November 1999, Peyton, then a BC student, was seen masturbating by a college employee in front of the Student Services building. Peyton received 18 months in prison and was ordered to enroll in rehabilitation and register as a sex offender.
Peyton had also been arrested for indecent exposure at the Bakersfield High School campus in November 1994 and March 1996.
After the most recent incident, police assembled a photo lineup and the female student who saw Peyton on campus Oct. 15 identified him.
Peyton was arrested and did not deny the accusations against him.
Instead, he told the arresting officer that he was on parole and attending counseling for his sexual tendencies.
Peyton told officers that his medication must be working because he was having problems becoming aroused and he was worried that he would never be able to have sex again, according to the court file.
Peyton said that on the afternoon of Oct. 15, he drove by BC and remembered his previous incident.
He told officers that on his second drive by BC, he decided to stop and see if he could get aroused since there were a lot of “hotties” on campus.
He came on campus with a notebook in his hand so that he would not cause suspicion and headed toward the Student Services building, the same place where he had exposed himself three years ago.
Peyton then noticed a female student alone and tried to get her attention while he was masturbating.
He said he left after she noticed him and told him he was disgusting, according to court records.
Counts said he does not consider the campus unsafe and that these kinds of cases are rare. He explained that most people who expose themselves are not apprehended immediately because they leave as soon as they are spotted.
Counts said there is crisis counseling available to victims of this type of crime.
